Youth sports background checks

Police staffing increase and dispatch costs
Police are asking for two more officers (finishing a four-officer staffing study recommendation) and a third lieutenant. Dispatch costs drop slightly, but a $250,000 regional CAD system upgrade is being split among NREC member cities.

The Law Department is requesting a $169,800 transfer from the General Fund to keep the Recovery Court program running in 2027.
E-Bike and Scooter Safety Rules
Council passed its first round of rules for e-bikes and scooters, including helmets and parental responsibility. Residents asked for more: dealer training programs, enforcement answers on private streets, and parent education. A community conversation and follow-up ordinance are planned, possibly in October.
Amazon data center fuel cell safety
Residents asked Council to back Norwich Township's six safety requests on the giant gas fuel cell at the Amazon data center site — including air monitoring, incident reporting, evacuation plans, and decommissioning funding. The fuel cell's gas has no added odor, so leaks can't be smelled.
